Dr. Toby Welch

For seven years, Dr. Toby Welch is a pastor of Bellevue Grace Deaf Church in Bellevue, Washington. He has moved to Maryland and is currently the pastor of Independent Bible Church. He has been involved in ministry for over 30 years. He is married to Yang, and she has two children (his stepchildren). In addition, Rev. Toby is a high school teacher and teachs ASL.
